Throttle Kicker

Before my recent engine swap (computer delete), the throttle kicker solenoid was always energized regardless of A/C, so it in effect wouldn't bump up idle with A/C activated. I did some testing--and even replaced the relay on an off chance that that was the problem--but all seemed in order. I thought perhaps with the ECM gone, the problem would disappear, but with the igniton on and the relay in place, the connector is still powered--again regardless of A/C activation. What am I missing (beside some grey matter)?

Apparently you've got a sneak power source to the circuit.
