does the carb control the fuel intake?
If i am running an electric pump to a regulator that feeds 5-6psi to the carb, will that flood the carb or does the carb control what it takes in? hope this question makes sense.

5-6 psi will be fine. Fuel flow into the carb is controlled by the floats and needle and seat. If there is too much pressure the needle will be forced off the seat and the bowl will overflow and flood.
