Reports vary from "no problem" to "won't hardly run".
It's best to either have the in-tank running, or remove it.

I have had specific experience with this, I have a mechanical pump for my carb and with my stock TBI in-tank pump, about 10-13psi it ran fine, but sometimes the carb would overflow and leak little puddles onto the manifold, with the pump unplugged but left in the tank the car did run, but stutters, if you floored it it would have a lot of trouble getting to high rpms, and dont even bother trying to drive, so yes the inoperative pump does hinder the fuel flow by a large margin. I tried again with a 45psi TPI pump (not using it FOR the carb, it was left over from a previous crossfire adventure) and it REALLY overflowed the carb before it could even start, and with no pump at all and a straight line with a sock on the end, it flows perfectly and runs great with no problems or overfueling.
