Yes they can become unrebuildable. The threaded holes in the chinesium castings where the screws go, will suffer from dissimilar-metal electrolysis, and the chinesium erodes; when that happens the screws won't tighten. The fuel bowl screws, fuel inlet nuts, needle & seat, squirter, and throttle plate screws all suffer from that.
Additionally, all of the external linkage and the shafts, are steel; and they rust.

the rust itself is virtually unpreventable, cant paint them cuz fuel eats paint, can oil them though but that only last so long also
while in use stuff tends to not rust so fast or as much, but sitting unused really tends to accelerate it
two dissimilar types of metal contacing each other like to corrode, especially with moisture present and sitting idle too
if the carb gets water inside of it and in the bowl then yep its time to takeit apart and clean it good
will be corrosion and junk for sure
if it needs rebuilt cleaned up and all that stuff then first make sure the throttle shaft bushings are not sloppy = leaking vacuum
if so then you need to fix that first or anything you do to the carb will be pointless because it wont run right with sloppy bushings, and sloppy bushings is a real common problem on carbs
