4 barrel holley

i recently purchased a 85 camaro with a recently rebuilt 383. it has a holley carb on it. the car is running really rich. i was told it was because the gas in the tank is over a year old, but a friend of mine said it was because it was missing the rear flap (rounded plate covering the openings on the top of the carb) there are 2 ovular openings on the carb. the front has that rounded covering and the back covering does not. Is it running the way it is because it is missing this part?

It's not missing a part they are made that way, You probaby need smaller jets.

is there a way i can tune it? i know absolutly nothing about carburetors, so if tell me any suggestions, please be descriptive and keep it simple

There are people on here that are way more knowledgable about tunning a holley than me please wait for one of them to respond as it might not be oversized jets...I am just taking a wild guess but it's forsure not a missing butterfly valve because holleys only have one on the primary side not two.
