Are you saying that the gauge is not reading 9 psi as stated above, or that the car is not running?

Sorry man, I'm having a hard time understanding you. If your fuel pressure gauge is reading 15 psi, then you need to dial the regulator down until the gauge reads about 6 psi. From what I'm reading you think the regulator is bad.
is this the regulator that you are using?

make sure it is installed as the directions show.
If that's not it then I would say that you probably have a bad regulator.
Even if its hooked up wrong, chances are that you have a bad regulator. The regulator shouldn't ever put out more than 10 PSI the way read it. Try adjusting the top screw to get 6-7psi at the gauge before you get too upset though.
