Start at 10* BTDC, and adjust from there - seems like a pretty standard place for the carbed 350 folks to start. You'll have to change timing and carb adjustments to get the right mix. With my 350, I had to bump my timing up, and reduce my carb idle down in order to get proper vacuum for the brakes - it's a set, test, reset, retest kinda thing until you get it where YOUR motor is happy.

I don't know what you mean about the timing moving around if you do not even have a timing light ?? I hope you don't mean the distributor moving because it's not bolted down tightly.
Your problem is likely your choke if it is stuck closed. Once the engine is warm, wire your choke so it is wide open. Then you can do your timing adjustment properly and address the choke problem later.
