i have a 355 with 10.1 compression and a 426 lift cam. is a edelbrock 650 cfm carb to much for it?

no...your cfm is decided by the size of the engine in cubic inches. 650 should work just fine.

The carb capacity need is determined by the engine displacement, max RPMs, and volumetric efficiency.
650 CFM will support a 355 with 100% volumetric efficiency to 6300 RPMs. Most likely, your engine doesn't have 100% volumetric efficiency, so you aren't going to run out of carburetor.
"Too much" is a different story. Edelbrock carbs have a secondary air valve that slows down the initial air flow when the secondary throttle butterflys are opened. This keeps the engine from "bogging" when going WOT. It also tends to limit the air flow to what the engine can use. Most likely a 650 will not be too big on a 350, unless it is made to operate in the really low RPMs.
