Does this sound right about Air and Fuel Mixture?Help Pls!

Hey guys,i have an 85 Trans AM with a 350 and it got a holley 600 Carburetor,I can just smell gas going down the road so i decided to adjust the Air and Fuel mixture on the carb,
I came across a site which tells me how to adjust it..Does it sound right??The website is below.

Is there any other way to do it?Sometimes my car wont start after a run,It gets flooded with gas i think,Would putting smaller jets help??Is this process expensive??

I wouldn't follow those instructions at all. Idle mixture is best set using a vacuum gauge.

The idle mixture screws, as the name suggests, are only going to adjust the idle mixture. While you're cruising, most of your fuel is coming from the primary main circuit.

How do i use a vaccum gage?Is a vaccum gage expensive?
