hey guys i got a 600 cfm edelbrock carb #1406 and the second butterfly things inside dont want to open i beielve are the air valves

the bottom butterflys are mechanical they should open at greater than 75% throttle IIRC if they arent check the linkage just behind the electric choke. the top is controled by vacuum and open gradulay as to not bog down the motor and are controled by counter weights
