I tested the new choke out and it worked great. Now my question is when I take it up to 65-70 (interestate) it bogs down and doesnt want to go faster. You can smell unburned gas. Would this be a carb problem or a fuel pump problem?

 

Sounds like a carb problem.
If it never happened before the choke install then its likely a choke malfunction.

I dont run a choke at all, so I cant say much about them.

 

Is it purely speed-related or does it do something similar if you just nail the gas and take off from a stop? Did it do the same thing before you repaired the choke?

A coke that isn't opening when it should could cause a high speed over-rich condition such as you describe (running around with the choke closed can do that). But a plugged-up catalytic converter can also cause similar symptoms. So can some ignition problems. Hard to speculate based on just that description.

 

Before I replaced the choke it did it around 55-60. I have a code 12 on my check engine light as well. I can hit the gas pretty hard and it wont do it until I hit that 65mph + mark.

 

Code 12 is normal.
What kind of choke does it have?

 

electric choke

 

See if you can lock the choke open some how or remove it and take it for a drive.
You dont need a choke, I am proof of that, I have never had one on my car.
