That is a vacuum source for your PCV. You have a massive vacuum leak as it is causing your problems.
There should be a metal 'nipple' that comes through that hole. The one on my quadrajet is loose and I can actually pull it out. Your best bet is to find that 'nipple' and cap it off with a vacuum plug.

That's not a "vacuum source"; it's the vent above the fuel bowl, that's supposed to go to the canister system. But yes, a sort of thin sheet-metal hose nipple is supposed to be there, just like your old carb. And no, capping it off is not the answer; seeing as how you're in California, it needs to be installed, connected, and operating.
Since you're in San Marcos, I'd suggest going to the U-pull-it up on 76 in Oceanside, right across from the little airport; and gank one off of some other carb. There should be lots of em. When I lived in Carlsbad that's where I always went for stuff like that.
But a more immediate concern, is that the fuel level isn't supposed to be high enough to reach that hole at all. That carb is not in any better shape, most likely, than the one you took off. I'd suggest rebuilding the one that belongs on your car.

That piece of rubber fuel line over there is an engine fire waiting to happen, as anyone who has ever had such a piece to burst and spew fuel everywhere and watched their car burn to the ground can tell you. It'd be a good idea to replace the entire metal line with a new piece of metal line while you're taking care of the carb.
