Carburetor problem...help

Carburetor problem...help

I have a 1986 Camaro Z28. This is my first V8, so I have little experience with carbs and whatnot. The issue I am having, is when i floor it it loses power temporarily, then goes again. I know this could be caused by a number of things, but when I took off my air filter to look at the carb, (bear with me here cuz im not sure what the proper terms are for individual carb parts) I noticed the flaps dont move when i give it gas. and the choke also does not move. I may be mistakin on what certain parts of the carb are so ill post a pic of it to help my ignorance lol. Any questions you have or help would be greatly appreciated.

here are the pics. Im under the impression that the top two flaps are supposed to opend and close according to throttle, but they dont move at all unless i press them down with my finger. And the bottom flap is the choke, which, as far as i know, doesnt move either. maybe there is a linkage issue? Anyone who would like to correct or educate me further is welcome.

The flap at the rear is the secondary air valve. It won't move under any conditions that you could be standing beside the car watching.

The choke will close when the throttle is opened before a cold start.
