Carb TPI adjustment

Book says voltage is supposed to be. 5-.57 volts. I'm getting 1.6 volts. There's supposed to be an adjustment after drilling out a cap somewhere near the TPI. The pic in the book isn't good at all on the location. Anyone have experience with this?
