Like 82 says, it opens the choke. The choke element is just a bimetallic spring that works like a thermostat, and as it gets warm, it opens the choke. A stock thridgen has an electrically heated choke, meaning current is sent through the element, which has resistance, which heats it, which opens the choke. Some older cars have a hot air choke, which use hot air off the exhaust manifolds to heat it. Others use a choke element mounted in the exhaust crossover. etc. etc.
