In reply to bubbz, this is true. A good carb tuner can bring down your emissions a good amount, within reason. A double pumper on a 454 isnt going to pass. You'll still need a catalytic converter, and a good combo.
I think your best angle is to re-check your local laws. A 75 should be testing exempt, as cars 20-25 years old are exempt in quite a few states. Or, you would only be held to 75 standards, which are signifigantly lower. Another possibility is registering the car and say its being stored in another county, if a neerby county doesnt have testing. Thats all I can think of...
I've tuned my carb to pass with 1/4 the legal limit, and NO emissions equipment at all. A double pumper on a 454 could pass just fine
Just open up a small vacuum leak or 3...and reset the idle speed to compensate. retard the timing a well if you must.

I just moved from Memphis... and I have a 74 454 car that passed with no emissions equipment whatsoever. I'm not even sure what it would have come with.
The spec for 75 is pretty easy to make. They only test you at idle, with a sniffer, no visual. My 83 Z28 with a 400 and a Holley double-pumper passed easily, with a cat and the AIR still hooked up.
If the car runs right (all 8 firing correctly, no oil burning, good fuel distribution, reasonable idle mixture) you won't have any trouble.

When I first moved to Colorado, I had no cat, smogpump and lacked all stock engine parts except for the intake manifold and my Q-jet. I had my open element K&N on, and I did add a cat as well. I then tuned down the primary side by setting the idle mixture screws down a bit and messed with the Idle Air Bleed and numerous other things. I ended up passing with 92 octane gas and a bottle of octane boost. If you live in California, the visual is hard to get by. Just make sure it is tuned good and everything should be fine. You get 15 days if you fail, to get it tuned right. Then you can go back through without paying again....well at least in Colorado you can.
