Decal Decode Question

Decal Decode Question
New to the site. Own a '91 TA Vert that I bought from an Atlanta dealer back in '92 with 8300 "Pontiac Owned" miles on it. I was the first "owner" by title.
Under the hood, there are two unusual decals that I am trying to research. If anyone has seen similar decals, I would be interested in knowing anything about them.
The first identifies the vehicle as a "CPC Test and Development Vehicle". It is yellow with black lettering about 3" X 5" and is located on the underside of the hood along the front edge.
The second appears to be an emissions test waiver dated Sept 1990 (prior to release of this model for dealer sale) and identifying the vehicle as EP-3. It is about 3" X 3" with the date and vehicle number hand written on the decal. It is located on the flat surface to the right of the radiator.
Any information would be greatly appreciated. I have tried correspondance with Pontiac and PHS with no success. Thanks.
