QuesR134 retrofit- something doesn't add up

QuesR134 retrofit- something doesn't add up
According to the tech article, I would need three cans of R134 assuming the sytem was dry. That adds up to 36 oz. The thing is, we are supposed to add 39 or 40 oz of R134. Ok, no biggie, i'll just go buy another can of refrigerant right? Well, I was going to, but then I noticed that it mentioned 8 oz of PAG oil/ 4 oz of R134. I don't get that (pardon my ignorance). Does the oil come premixed with some R134? I'm obviously missing something pretty stupid here.

from the can to the system (via low pressure port). If a system is completely
open the oil (from a regular 'ole bottle) may be poured into an open hose.

Do all the bottles of PAG come with 4 oz of R134? The bottle I purchased does not mention anything on it.
