Having fan problems

I recently bought a 91 Z-28 305 HO with tuned port injection. I'm having some problem with the fan only working with the A/C on and the car still wants to run hot even with the dual fans on. I've checked everything that it could possibly be and I'm running out of suggestions. Also, can you tell me what this car is supposed to run temperature wise? It just likes that 220 position. The man I bought it from ran a relay switch inside of the car to keep the fans on, but there's too many amps running to that switch and it burns up. I'd really appreciate some advice..:hail:

Make sure the switch to run the fans only goes to ground. The fan relay is hot all of the time, the sender or ecm just make grounds. When the guage shows 220* carefully "crack" the radiator cap. I had the guage on my 89 Rs reading 240*, but I removed the radiator cap and it wasn't boiling! It had no antifreeze in the cooling system at the time.

well everything on my car in the cooling department is new, and it run about 220, thats a normal operating temperature... i can only speak having had two other thirdgen 350 tpi cars..

Thanks for the info. Can you also tell me where the heat sensor/switch is located on my car? I looked for it and figured I was just overlooking it.I appreciate it very much.:rockon:
