Needless to say the car is overheating in traffic too...
What is broken? Temp sending unit? Short circuit somewhere?
PS: Just bought this car and I am slowly ironing out all the little problems...

Check the wiring
I had the same problem with my car('88 Iroc), a previous owner rewired the fans and I didn't notice when I bought it. I only have had it since monday and I replaced both fan relays and still coudn't get the fan to come on. Today I checked their wiring job, correctly grounded it and bingo, the fans work!
