Heater Control Valve

Car: 92 Camaro RS
Engine: 305
Transmission: 700R4
Heater Control Valve

When a connect a vacuum pump with guage to test the heater control valve it will not hold vacuum. Is this an indication of a bad valve? Car is a 1992 RS with a 305. Thanks
