Engine is running cool w/ new 195 thermostat

So have this new(used) 92. I wanted to flush the coolant and install a new 195 thermostat. No problem so far. Filled the radiator, started the engine and noticed I have coolant flow thru the radiator with a cold engine and a new thermostat. Pulled the thermostat to make sure it was installed correctly(it was) , but now the engine runs about 150-160 and I still have flow thru the radiator even when the engine is cold. It would seem that I am bypassing the thermostat and the engine never reaches operating temperature. What gives? Have I missed somthing here? When the engine is running, I have good heat, not great, but I get heat. Is it possible to have flow thru the radiator even though the thermostat is shut?

Sounds like you got one of those "South of the Border" thermostats.
I've had SEVERAL that were so far off it's not funny.

Last one was a 180 degree that runs at 154.
