Fan contoll, ECM or switch?

Fan contoll, ECM or switch?
Does the ECM controll the fans or the temp switch on the pass. side head. I know there is enable and disable temp for fan1 and fan2 in the ECM, but then what does the switch do?

The ECM uses info from the coolant temp sensor(in the front of the intake manifold) to control the primary fan; and working independently from the ECM, the fan switch(in the passenger side head between plugs 6 & 8) senses the temp to trigger the secondary fan.

the secondary fan works from the temp switch and doesn't care about the A/C. I think the cpu tells the fans to come on when the A/C is on, but haven't had any replys on my post over in DIY proms yet.
