No coolant flow to heater control valve - why?

Hello,

I currently have no heat and have burped the system and it seems like there is flow through the radiator. I now think either the hose routing is incorrect, or there is something preventing coolant from getting to the heater control valve. The heater core and HCV were replaced by the previous owner recently and he didn't get heat either.
