What is the purpose of this part.

I don't know what this part is called. What is its purpose? On my car it has a rubber plug on it, that deteriorates and blows a hole in it, draining alot of my coolant and causes alot of stess. Can I get a 3/4" T and tie it into one of my coolant lines or what? Please help.

it's for a hose to go to your heater core. our cars came with that stock, and there was a plug in the water pump.
