might not help you at all but a couple weeks ago i removed my a/c system, and there were 2 sensors that i had to remove also as they were part of the a/c system, one had no effect on me, but there was one on the aluminum a/c line, halfway between the heater box and the little a/c radiator that if i left it removed, the cooling fan would not shut off, even with the system removed, i plugged the little thing back in and it was fine.

Do you have single or dual fans?Has any of the wiring or controls been altered by a previous owner? The control switch 1988CamaroSC is speaking of is in the A/C's high pressure line.It turns the fan(or passenger side fan if dual)no matter what the temp. But only if you leave you HVAC controls in one of the A/C modes or defrost. The fan relay's contacts could be welded shut(arced together).Best thing to do is trace the fan controls circuit to see if it's been altered or bypassed.
On having no heat,do you not get any even after the car's been run for awhile? The thermostat could cause some of your problem but you would eventually get some warm air out of the vents. You could have a problem with the vacuum controls for the HVAC.Do the vents open properly(what I mean is do you get air out of the correct vent according to where the control is set)? Also I'm not sure what type of heater control valve your year Camaro would have, again could be a vacuum problem. The heater core could be plugged,or bypassed. And the cooling fan(s) running all the time don't help either.

i have the duel fans...i havnt really looked at the wiring yet but ill prolly do that when i get home from work 2moro. im not sure if ne ones modified it when i got it transfered to my name i had 2 and a half sheets of past owners..lol
as for the heat i drove for about2 hours yesterday with the "heat" on just to see if it would work and it got slightly hotter but not enuf to warm me up and yes it does come out of the right vents
*edit* when i got the car it was low on coolant and when i put the battery in wit the key on the fans came on.

Which fan is running all the time;driver side - this is the primary fan or passenger side - operates when the HVAC is in A/C or defrost or engine temp goes above 230F.Take a look at this tech article and see if that helps.
https://www.thirdgen.org/cool
With the fan coming on at startup it takes longer for the motor to warm up.Similar situation to having an engine driven fan.And generally an air pocket will cause a motor to run to warm.
