Heater Control Valve Issues

Car: 1992 RS Black
Engine: 305 TBI(LT1 swap soon)
Transmission: T5 (T56 for LT1 swap)
Axle/Gears: 4.10
Heater Control Valve Issues
I think that my heater control valve is broken because it allows the flow of heat into the car when the vents are turned off. It gets worse when the windows are down but my car temp is not effected. Do i just need to replace my heater control valve to stop hot air from coming in the car when the vents are turned off.
