Coolant Leakage - Should coolant reservoir have a seal?

1985 Firebird (Non Trans-am)

First Question: Should the coolant reservoir cap have a seal on it? I see it does have a gasket on it. But should it be air tight? The threads on the cap are warn, and the top (where it should connect with the gasket) has a dent. I can push on the reservoir, and I can hear air being pushed out and sucked in when i let the reservoir return to its normal shape.

Second Question: The coolant doesn't leak when the engine is cold, but when it starts to get warm it drips (every 15 seconds) from the rail underneath the radiator. Where should I first look for leaks? - Or is this from the coolant reservoir cap?

Also, the engine currently runs at 160-180 degrees when operating at normal, and reaches 220 sometimes when I accelerate at higher speeds, but then drops back to 160-180.

No it shouldn't be sealed. Look for a leak on the rad somewhere.
