Cooling fans inop.

My cooling fans are inop as the title says. None of the unsual methods make them run, grounding the aldl, or the fan switch. When I do either all I get is a click from the relay. I tried another relay but that didn't help. Both fan motors check out and work just fine when I jump power to them. What are the possibilities?

there is a factory 20 amp IIRC fuse within an orange 16 gauge wire...
