Radiator Fan Failing

So i just had my 305 tpi rebuilt in my 1987 IROC, and I get it back and notice the radiator fan isn't working.... anyone know what might be causing this? I think its the wiring but I'm not sure. Help me out guys!

the main fan is controlled by the ecm. the secondary fan comes on with the ac and i believe is also controlled with a fan switch. but im not 100% on that. if neither are working id assume they might be disconnected.
