Help With Troubleshooting Fans

First, I apologize for having to ask. I really have read all I can find in the forums, but still haven't gotten my fans, even the primary, working. This is on an '89 IROC convertible.
When I do the ALDL jumper and turn on the key, the fans DO come on, telling me that the relays and their wiring is good, and also leading me to believe that my CTS was bad. I replaced it, but still no fans. I've let the car sit and run at idle until the gauge climbed to the 3/4 mark, but they still won't come on. I noticed this first waiting in a drive-through lane.
What is my next step in finding and fixing this problem? Yes, I could rig a manual switch, but I'd rather fix it right.

¾ on the gage is considered “normal” in an attempt to meet emissions standards.

However if you want the engine to run cooler you can replace the Fan Switch located on the lower right side, near the rear of the engine with a Hypertech 4026 or equivalent.
