Help, heater control valve missing

Help, heater control valve missing

took my car in to have the motor rebuilt because it had a compression ring blow in it. at the same time i had them remove all the smog equipment, however for some reason the heater control valve was taken out with all the smog. now im trying to figure out how to get it hooked back up, car is a 91 with L98

found the vac line but they shortened it an plugged it into the plenum (pic attached) so what is supposed to be plugged in here where the heater valve vac is plugged?

also on the return line that runs to the metal tubing on the pass side and into the oil cooler the hose coming out of the metal lines is just capped off with a bolt, will this effect how efficient my cooling is?
