Fans Manually Controlled by Toggles

I bought my 1988 GTA and it has 2 toggle switches on the dash that control the cooling fans. The previous owner has said he is convinced that if I want to run the fans off of the temp sensor that I have to trace the ground wires and repair them.

Can someone break this setup down for me? How do I get this back to stock? What parts should I purchase and how is this system supposed to be setup? I just don't know what connects to what.

I don't know the origin. As you can see bye the schematic the ecm controls the primary fan . The secondary fan is controlled bye a cts in the block grounding to turn on the secondary fan, I would start from the power supply at the starter the fusible link commonly is damaged or corroded.
