Need new air dam (air deflector) attachment bar

Here's one for ya, 92 camaro 5.0 v8 350 tbi, my painter denies it...but somehow the air dam AND the bar that attaches to the body, is off my car. Funny cuz there is new paint under where the bar should be lol.
I can get the air deflector from a dealer, but the bar it attaches to is discontinued, and I have checked all recyclers and can't find one anywhere! Any ideas peeps? If one needs to be fabricated, what would be resonable to pay?

Was there another 3rd Gen getting worked on?

Has it been driven before taking it in for paint?
Ours was painted in 07, but rarely driven.
