1987 Camaro Iroc Z 5.o TPI cooling issue

First off thank you for taking the time to read and respond. I have a 1987 Camaro Iroc Z 5..0 TPI that runs hot. I have replaced the Water pump and thermostat,185 degrees, and dual fans with LS1 fans. I have replaced the gauges with Equus 8000 Series Gauges E8200. I connected the temp gauge to the driver's side of the engine. The gauge shows an average operating temp 240 degrees. My Radiator cap read 220 degrees. Is it normal for the gauge switch at the head on the driver's side to read hotter? Should I relocate the probe for the temp gauge to the thermostat housing? I did notice that when the coolant fan kicked in, it had low RPM. Is that normal? When I turn on the AC, that second fan also runs slower. Maybe that is my issue. Did the Camaros have a high and low-speed fan? If so, how do I fix the problem?

These cars ran hot intentionally from GM. It helped with emissions. I do not believe any 3rd gen fan was variable speed. What are your temps when cruising down the road with steady airflow through the nose?

This won't help when the car is stationary, but is the air deflector under the radiator support present?
