You are just asking to get ripped off. There has been plenty of horror stories about suckers like you asking for "cheap chips". The only thing that got burned was their wallet.
Sorry, but there are too many scoundrels. You get what you pay for and the efforts you are willing to put into it. The BEST eprom is the one you spend a lot of time and effort tuning AND it's the ONLY WAY. YOU CANNOT TUNE A CHIP BY SPECS.
