laptop scanner software, any good?

laptop scanner software, any good?

I am debating buying a used Snap On or other scan tool on
ebay or making use of my laptop as a scan tool. Used
scan tool vs. new software and cable is about the same
price.

Obviously I know nothing at this point. Am I better off with
a hardware scan tool or using my laptop with scanner
software?

I need to know if my custom chip is optimal and would like
to burn my own chips for future modifications.
