Just about had it with my GTA

I've had this problem for 2 years now and I'm about ready to just sell the car over it. (89 GTA w/TPI 305 5-spd)

When the car is started up in the morning it runs like crap until it warms up, but even after it warms up it doesn't quite run right (hesitation and poor throttle response). This is an intermittent problem, it only does it maybe 3 out of 4 times I start it. When it runs bad my scan tool just reads "vehicle is not responding" When I cycle the ignition off and on again then it scans fine. So when it runs like crap I can't troubleshoot it, and when it runs good there's nothing to troubleshoot - all the data looks good.

I'm on my 3rd ECM and 2nd PROM. I've gone over the entire harness, all the grounds, every connector and found nothing. I've also replaced the CTS and O2 sensor just for the heck of it. Somebody please help me before I set fire to it.
