OK, quick question here ... besides the obvious need for skill.. knowledge .. (reading a lot on this forum) ... to make a performance chip for a 305 TBI ... from 1991 ... I would need:

Will need a data logger, cable and an editing utility. For logging use WinALDL, it is a free utility that will data log the ALDL stream to your laptop. Cable can be made or purchased. Editing software can be purchased (TunerCat) or free (TunerPro).
