the holley commander950 system does not include VSS and TCC and fourth gear controls like on the stock 730 ECM. how do you get around this problem?

Stay with the '7730? There are a couple of methods to control the TCC w/o an ECM. Some wire the 4th gear switch to activate the TCC. Others use a vacuum switch sometimes with the 4th gear switch. GM actually set up vehicles in this manner. Early Canadian 3rd gens included.
Try a search on the transmission board, there have been several discussions setting this up.

Working with the Commander 950 is nice. Easy to tune and you an tune real time.
We have done several after market EFI systems with 700R4. We use the B&M lockup kit under Summit Racing part number BMM-70244. It cost $164, but it works very well. TCI has one for around $80, but we have had issues with that kit. That kit also requires dropping you transmission pan to install the harness.
Hope this helps.
