scanner suggestions

hoping somebody might know of some scanners that might help me out. im puttin an LT1 out of a 95 camaro into an 86 trans am, i havnt gotten to any of the wiring yet but i havnt done it before so im sure ill run into sum problems where a scanner would be helpful and also for tuning it, i know this is an f-body forum but im also in need of it to work on a 94 beretta since it dosnt want to run right but i unplug the 02 sensor it runs fine but after half a year it goes from 30 mpg to 20 i would like to figure out the problem.i supose what im looking for is something that would work on OBD1 and OBD2 the more cars it can do the happier ill be since i do ocassional work on random cars, it dosnt matter to me weather its a hand held one or a laptop program i just cant afford one of those $5000 scanners that are at dealerships i just dont wana pay a shop a lot of money any time my service engine light comes on and the scanners that you can rent at murrays tell me everything is fine with my car when i can barely make it out of my drive. thanks for any advice or dirction
