1991 ECM - VATS helppppp! code 53

Recently purchased a 1991 RS with 305 TBI

Previous owner replaced ECM with wrong one. We have replaced the entire unit with one that we believe to be the correct one (1228746 AXKT)

The car will turn over fine and if reset, it will spray the injectors once before the security light comes on and shuts the fuel system down.

Car has new fuel pump, relay, lines, filter, and TBI has been rebuilt. Mechanic's scanner also shows #53 Security code. We have also made a jumper with the same resisitance of the key.

Is the VATS code part of the ECM that we replaced? If so, how do we find out what resistance the new ECM is looking for?
