Swapping from LO3 to 350 ... Will Caprice Cop Car ECM work?

Swapping from LO3 to 350 ... Will Caprice Cop Car ECM work?
Neighbor kid has 90 RS LO3 auto with blown engine. It's his daily driver, he has very little money, and is nowhere near ready to start tuning.
Rather than just replacing the LO3, he'd prefer to use this as an opportunity to swap in a 350, which he can drive in stock condition till he finishes school. After that, he wants to get another daily driver and begin hopping his Camaro up.
The kid's dad is dead set on putting a Goodwrench crate motor in; either an LO3, or something else from their catalog.
While I really like the idea of going to an L31, Rbob felt the simplest swap would be to an LO5.
In swapping to the LO5:
1) Will a Caprice cop car ECM swap directly in, run corectly, and operate everything else as well? I know tuning is the best option, but he's not there right now, or in the immediate future.
2) Is there a difference between the Caprice LO5 and the Police LO5, either internally, or in the tune?
3) As I understand it, the regular Caprice LO5 used #61 injectors, and the Police LO5 used #65s. Is that correct?
