Does produce the 24.2 #/hr number.
The 25.4 #/hr number is derived from the data sheet. As the fuel pressure changes the flow rate doesn't change in the traditional sense of flow through an orifice.
The calculation for this uses the "AHISL (lb/s)" value and the FNPW_HSCOMP table.
