I am running the ARAP bin and at low RPM and/or cruising at low throttle it is about 20 degrees more advance then my stock chip. I am not getting any knocks at low RPM's. I lower the timing advance at high RPM's a lot. So my question is if it is not knocking is more timing advance better at low RPMs? Or does it get to a point were you get less power from to much timing advance?

well to much timing can be bad but the depends on sevral critical issues.

whats the cam timing like ?
whats the overall advance ?
how much air do the heads flow ??
whats yr compresion ratio ?

its not a very cut and dry question.

rules of thumb !

no more than 40 degress of igntion timing ever ! not on pump gas ! unless yr in a low tps volatge light load situation then it would be ok to goto 45 but thats it.

second you need to make the timing very tps sensitive and really bring yr decay times down to aviod a fast transient thorttle change to a moderate load like a small hill. you don;t want detonation.

third work it till you get yr best gas milage but keep the timing away form 40 degress over %50 throttle !! you be invinting trouble quite quickly.

good luck

My stock bin does have 40d in the main spark table. As soon as the tps goes past something like 20% the timing goes lower.I would suggest modifying the last column in the main spark table and the pe s/a table to work the total timing for wot performance.
