HC's too high, but blms and int very lean

Ive been trying to get my car to pass emissions, at least idle the test because a friend works at a garage. Moates software says that the engine is running super lean (what I burned for in the chip), but the thing is maxxing at 2000 HC's. The car runs great, but is a little stinky when at idle. Funny thing is that the plugs all look great. Im still using the 165 ecm and think that it might be taking a dump (small unusual probs), so the next step is to convert to 730. Id hate to put my small amount of money on something that will not have an effect though. Can anyone think of a good reason for my problem. Look in my sig to see the stuff done to car. I also have new heated o2 (although its bosch brand), new plugs, wires, cap, msd module, etc..., and its basically a new engine with a little over 2k on it. I had a problem with oil as the springs took a dump a few months back. I replaced all seals and put nicer springs on. Fp was also set low when tested. I know the cat has been through a lot in the past 4 years (Random cat) because the 305 had seal probs since the cat was new. Do you think the cat would have a huge impact, or maybe a combo of that and something else? I would really appreciate any tips, or suggestions.
Thanks,
Joe

You have a lean misfire. Add some fuel back in and the idle should clean up, smell better, and the HC's will go down.
