Conditions for Closed Loop

Can anybody tell me the conditions required for the ECM to go into closed loop?

My 89 TBI engine has a Crane CompuCam (#104225), Edelbrock headers, flowmaster cat-back, homemade AFPR with fuel pressure turned up, and the stock chip.
ALso: Autometer A/F ratio gauge

Anyways, I just my car running again for the first time in 3 months (bought a crotch rocket) and it seems to not want to go into closed loop. Furthermore, most of the time the A/F ratio meter is reading right at 0.450 volts. Regardless of whether the ECM is paying attention to 02 sensor feedback, shouldn't the gauge be reporting whatever the O2 sensor is seeing? My gauge is wired to the O2 sensor wire at the ECM. Anybody know why the gauge sits at 0.450 most of the time?

The car was sitting for 3 months, could old gas be a problem? Is it possible the O2 sensor was damaged during 3 months of non-use? Any info would be great. Especially whether the gauge should be reading the 02 voltage even when the ECM is in open loop. Maybe I do not understand how the 02 sensor is wired to the ECM.
