SERIOUS hesitation, and I can't get past a certain RPM....

I've been trying to tune my chip for a few days now, and man is this frustrating. I've got everything from idle to around 1400 RPMs down pretty well, with the BLMs close to 128. I then tried tuning from 1500 to 2800 RPMs, and what a disaster. Somewhere between 1600 and 2000 RPMs (can't really tell), the car hesitates A LOT. By this I mean it begins to surge a lot, and I can't get past 2200 RPMs unless I put my foot down pretty far. Once it's past there, it runs okay. The BLMs in the 2000 RPM range aren't even that far off (around 120), and I tried to take away a little fuel to compensate, with no luck, only made it worse. What could be "blocking me" at this RPM area?? Also, when I can get it to stay steady at 2000 RPM, it makes a popping (not like a backfire) noise every second or so. No knocks detected either. Any advice?? ANY help would be GREATLY appreciated. Thanks in advance.
