PE or not to PE?

PE or not to PE?
After looking into several PROMs I noticed that most of the aftermarkets dont have any PE spark adder. They just have the main spark table. They do have PE "fuel" adder.
As I can se it if you dont have any PE spark adder you can drive with a aggresive spark and NO xtra (PE)fuel right? Becaurse the PE doesnt kick in until 70%TPS.......
So if you skip the PE spark adder you should lower the PE vs TPS to make sure you get the xtra fuel you need earlier.
Am I lost here or?
