I'd suggest doing that first.
Then if it still is quirky get McAfees Clean Sweep.
Everything I have now is 98, but I'd wager that at one time I did have a version of TC running on a 95 machine.

I tried to install Tuner 2.00 on a fresh install of win95 (hard drive was replaced). Everytime I tried to install Tuner 2.00, it broke IE pretty badly. I got a regsrv32 error when the TC install was fininshing.
I re-installed Windows, tried 3 versions of IE and different install sequences. I can now install win95 blindfolded with one hand tied behind my back.
Anyhow, TC sent me Tuner 1.73 today and everything appears to be working fine.
